Rim Glue Pastali came in red and green tubes. In my experience it was the best rim cement available in the 70s. Last year I peeled some cyclocross tires off of some old rims. The last time I'd glued them on with Pastali was in 1978. The glue was still tacky enough to safely hold the tires in place and even reinstall them for an emergency fix. Pastali had that quality of being able to safely install a spare out on the road. Tubasti was the other common white (when wet) rim cement. It was much more popular but never worked as well as Pastali. Both were French made products. There is a new version of Pastali being sold but it's not the same. There should be a serial number on the bottom of the bottom bracket, in the format 73G1688, where the first two digits are the year of manuf, the letter is the month, and the last four numbers the sequence in that year and month. So the above made-up example would be July 1973, sequence # 1688.
My frame is a De Rosa Professional from early 1980's.
The chain stay tire clearance area near the shell is where the diamond shape is. De Rosa had a special pressing tool at the time to reinforce the chain stay behind the bottom bracket, and he was the first builder to use micro-fusion bottom bracket shell, lugs, and fork crown. Also E.Merckx used the same UD shell and lugs for his frames, minus the diamond shaped stays which was UD trademark. http://sprinterdellacasa.blogspot.com/2009/04/how-to-glue-tubular.html
